Having tactics define a strategy is akin to throwing ideas at a wall and seeing what sticks. That idea is costly and time consuming. It may yield results, but it will be accidental at best, and without the understanding of WHY it works it cannot be repeatable or scalable. Strategy should always define the tactics.
